Oregon(OR)
Oregon’s AAM strategy is defined by its leadership in uncrewed systems testing and a focus on "Resilient Aviation." As of January 2026, the Oregon Department of Aviation (ODAV) is executing its 2025 Strategic Plan, which explicitly targets the launch of a statewide AAM framework by the end of 2027.
Infrastructure and Regulatory Framework
Oregon is utilizing its unique UAS Test Ranges (Pendleton, Tillamook, and Warm Springs) to provide the regulatory sandboxes needed for eVTOL certification and autonomous testing.
- Strategic Plan Goal 5: The state has officially launched its "Uncrewed and AAM Framework," which includes a mandate to identify long-term funding for electric aircraft charging infrastructure at state-owned airports by December 2026.
- Resiliency Assessments: ODAV is currently digitizing its statewide infrastructure data to prioritize AAM projects that enhance disaster recovery and emergency preparedness for coastal and rural communities.
Pilot Programs and Manufacturer Support
Oregon is leading the way in "mission-critical" AAM use cases, particularly wildfire mitigation and medical delivery.
- The SiFly Partnership: In August 2025, ODAV signed a Memorandum of Understanding (MOU) with SiFly to explore the deployment of long-endurance, heavy-lift drones and eVTOLs for wildfire inspection and rural medical transport.
- Hillsboro AAM Hub: The Hillsboro Airport (HIO) has emerged as a primary node for the Pacific Northwest, with Life Flight Network beginning fixed-wing operations at its new base in January 2026, serving as a precursor to future eVTOL medical transport integration.
