New York(NY)

New York is positioning itself as the premier global theater for Urban Air Mobility (UAM), with a focus on high-density operations within the New York City metropolitan area. As of December 2025, the state’s strategy is a dual-track effort between the New York State Department of Transportation (NYSDOT) and the New York City Economic Development Corporation (NYCEDC), emphasizing the transition of maritime and heliport infrastructure into electric-ready vertiports.

Infrastructure and Regulatory Framework

The cornerstone of New York’s strategy is the Downtown Manhattan Heliport (DMH) Modernization Project. Following the 2024 RFP, the city has begun the physical installation of electric charging infrastructure to support multi-manufacturer operations.

  • Heliport-to-Airport Corridors: The primary strategic goal for 2026 is the establishment of "shuttle corridors" connecting Manhattan to JFK and Newark Liberty International airports.
  • NYSDOT Aviation Capital Grant Program: In late 2025, the state updated its grant criteria to prioritize general aviation airports that include AAM charging and "last-mile" cargo drone infrastructure.

Pilot Programs and Manufacturer Support

New York remains the primary testing ground for Joby Aviation and Archer Aviation, both of whom conducted successful piloted demonstrations in the city during late 2024 and 2025.

  • eIPP Applications: New York City has submitted a comprehensive application for the federal eVTOL Integration Pilot Program (eIPP), targeting a 2026 start for commercial air taxi trials.
  • Quiet Skies Initiative: To address dense urban noise concerns, NYS is funding a $5 million research partnership with the NUAIR Alliance to establish noise-monitoring baselines for eVTOL flight paths over the Hudson and East Rivers.

Planning

Atlantic East 34th St Vertiport

Atlantic East 34th St Vertiport Atlantic Aviation is currently redesigning its existing East 34th Street Heliport in Manhattan to become a high-throughput eVTOL vertiport. This project involves a complete layout redesign to accommodate the larger wingspan of electric aircraft compared to traditional helicopters, along with the installation of multi-megawatt charging systems. It is expected to be a primary terminal for the "Valo" (Vertical Aerospace) U.S. tour launching in 2026.

Underway

Downtown Skyport (NYC)

Downtown Skyport (NYC) Formerly the Downtown Manhattan Heliport, this facility is undergoing a massive transformation led by Skyports Infrastructure and Groupe ADP. The project involves upgrading the existing terminal and installing high-power eVTOL charging stations. Once completed in late 2026, it will serve as the primary Manhattan node for air taxi services to JFK and Newark. It is currently a "living lab" for noise monitoring and digital vertiport management systems.
