Maryland is positioning itself as a national model for aeromedical and emergency response AAM, leveraging its world-class medical institutions and unique geographic location on the Eastern Seaboard. As of January 2026, the Maryland Advanced Air Mobility Council, established by Governor Wes Moore’s 2025 Executive Order, has released its final strategic recommendations to guide the state’s transition into a commercial AAM hub.

Infrastructure and Regulatory Framework

The cornerstone of Maryland’s strategy is a phased roadmap designed to integrate AAM into the state's existing multi-modal transportation network.

• Leveraging Regional Airports: The Maryland Aviation Administration (MAA) is currently mapping the mobility needs of the state to the capabilities of its regional airports, identifying which facilities are best suited for early eVTOL and RAM (Regional Air Mobility) deployment.
• Digital Infrastructure Investment: A key 2026 objective is the investment in "digital backbones" required to support public service uses, particularly for law enforcement and joint military/civilian emergency response.
• Regulatory Predictability: The Council has recommended a unified state licensing and registration framework for commercial AAM facilities to ensure consistency for private operators like Joby and Archer.

Pilot Programs and Manufacturer Support

Maryland’s pilot programs are uniquely focused on "high-impact" public service use cases.

• Aeromedical Corridor: Building on the state's existing emergency medical system, a 2026 pilot program aims to demonstrate the use of eVTOLs for organ delivery and rapid patient transfer between Baltimore-area hospitals and the Eastern Shore.
• Military Integration: The state is actively working to retain flying missions by demonstrating how AAM can support the Maryland Military Department in logistics and disaster response.
