As of December 2025, the Georgia Department of Transportation (GDOT) has formalized its oversight of the sector, focusing on integrating high-volume manufacturing with urban and regional flight networks.

Infrastructure and Regulatory Framework

A landmark shift occurred with the passage of House Bill 156, which became effective in mid-2025. The law explicitly grants GDOT authority over the planning and development of vertiports, providing a unified state-level framework for safety and design standards.

• Statewide AAM Blueprint: GDOT’s Aeronautics Division has released its Blueprint for AAM, which outlines four strategic goals: legislative modernization, community integration, infrastructure readiness, and economic development.
• Local Preemption: The state has moved to prevent a "patchwork" of local regulations, ensuring that vertiport zoning follows FAA-aligned state guidelines to facilitate a seamless network between Atlanta, Savannah, and Augusta.

Pilot Programs and Manufacturer Support

Georgia is home to one of the world’s most significant AAM production assets.

• Archer Aviation’s "ARC" Facility: In late 2025, Archer received the certificate of occupancy for its 400,000-square-foot high-volume manufacturing facility in Covington. Production of the "Midnight" aircraft is scheduled to begin in early 2026, with a long-term goal of producing 650 aircraft annually in partnership with Stellantis.
• Regional Demonstrations: Archer and Atlantic Aviation have begun infrastructure planning at DeKalb-Peachtree Airport (PDK) to serve as a primary node for a planned Atlanta metro air taxi network.
